**The GSC Procurement Planning, BI and Digitization team is looking for a “PMO and Change Manager” that will be the program manager for all the initiatives within the Planning, BI and Digitization team. This role will also be responsible for the Change Management activities associated with the implementation of processes, systems and analytics for the Digitization initiatives** .

The successful candidate must be a self-starter with proven skills in driving key initiatives with results through engagement with external and internal partners and have a solid business acumen. The candidate will be a problem solver and be resourceful, able to drive change, creative and willing to work with and through others to be successful. Strong executive verbal and written communication skills and analytical thinking are necessary for driving a high level of impact.

Within CO+I, the strategic Supply Chain team is responsible for establishing a supply chain that can meet the ever-growing growth of the Microsoft Cloud and our customers. We support a portfolio of complex, multi-disciplinary, multi-billion, multi-year datacenter construction and operations of those assets. We are looking to fill the critical role of Process Lead for the Americas region.

This role is located either in one or all hub locations - Atlanta, GA, Washington, D.C., Redmond, WA, San Antonio, TX or Phoenix, AZ.

Relocation support will be provided, and successful candidates will need to relocate or reside within 50 miles of the hub office location.

This role is eligible for hybrid or remote work, up to (50)%.

**Responsibilities**

**Business Program Evaluation and Improvement**

+ Provides insight to collect and evaluates success criteria and performance metrics (e.g., Objectives and Key Results and Key Performance Indicators , such as acquisition, usage, impact, effectiveness, customer feedback) and uses scorecards and dashboards to monitor highly complex programs and ensure all activities align with business and program objectives. Leads the synthesis of data analytics (e.g., scenario analyses) to derive insights and training that help identify current and future program risks and mitigation plans, as well as opportunities to streamline and optimize programs based on lessons learned that impact the broader unit.

+ Provides insight to cost-benefit analyses to examine performance to value drivers (e.g., profit and loss , return on investment ). Leads monthly business review (MBR) and runs rhythms regularly to identify what is working and what is not and makes improvements accordingly.

+ Utilizes direction and strategy from leadership to advocate and influence sponsorship regarding business area of expertise in order to create and execute plans that shift current priorities to new organizational initiatives and objectives, and influences others to change behavior accordingly. Leads the definition of the vision and strategy for change, broad and specific impact, and the flow of communication to the organization. Ensures buy in and adoption of the new program or change by others in the organization. Leads others to develop the collateral required to enable key stakeholders and others to be onboard. Leads the training, reskilling, and mapping of individuals in partnership with Human Resources (HR).

**Business Program Excellence and Execution**

+ Shares best practices to define and execute on a landing and communication plan, such as the target audience(s) and communication strategy. Leads the rhythm of business (ROB) during plan execution to ensure participants and stakeholders are communicating and responding according to the necessary cadence. Leads others to work across teams (e.g., Landing, Design, Engineering, Supply Chain, Finance, Technical Program Management) to ensure all program requirements are understood and can be met.

+ Shares expertise to evangelize highly complex programs to stakeholders, partners, and customers to gain buy in. Leverages data and performance metrics (e.g., Objectives and Key Results and Key Performance Indicators ) to demonstrate the value of the program and show business impact. Leads others to adapt communication style and storytelling strategy according to audience and business needs.

**Business Program Management**

+ Provides insight to lead others to understand mapping or how people, process, technology, and systems work and impact one another. Leads the collaboration including leveraging other teams (e.g., Supply Chain, Engineering, Sales) to ensure program processes are rigorous and executed efficiently. Develops processes around scope and scheduled changes for programs impacting the broader unit, and communicates it to stakeholders. Recognizes process gaps/inefficiencies and drives strategies for optimization.

+ Leads a portfolio of projects including the project plan, timelines, milestones, financial management, performance metrics, and/or resource needs for highly complex programs. Communicates the program status and risk to relevant stakeholders and holds them accountable for following the established schedule, risk mitigation plans, and processes. Establishes objectives and success criteria for the project in an inclusive collaborative manner with all stakeholders.

**Qualifications**

**Required Qualifications:**

+ Bachelor's Degree in Computer Science, Engineering, Data Science, Math, Business, or related field AND 4+ years experience in engineering, product/technical program management, data analysis, or product development

+ OR equivalent experience.

**Preferred Qualification:**

+ Bachelor's Degree in Computer Science, Engineering, Data Science, Math, Business, or related field AND 8+ years experience in engineering, product/technical program management, data analysis, or product development

+ OR equivalent experience.

+ Demonstrated ability to successfully manage large scale change and influence in a matrixed organization.

+ Demonstrated strategic thinking and leadership with strong relationship management ability.

+ Prior experience in managing by influence across multiple teams/groups across an organization.

+ Proven track record for identifying risks and implementing mitigations successfully.

+ Strong communication skills, both written and verbal collaboration skill, clear and succinct delivery

+ Data-oriented, analytical and detail oriented, capable of developing and using models for optimization purposes yet balanced with an ability to be able to step back from the data to draw out the right business approach for conclusion.

+ Strong project management/process improvement skills, effectively evaluates information/data to make decisions; anticipates obstacles and develops plans to resolve issues; creates actionable strategies and operational plans.

+ Demonstrated customer focus – evaluates decisions through the eyes of the customer and develops processes to deliver outcomes that meet corporate, operations and sourcing goals.

+ 5+ years of experience in business, Supply Chain, process improvement or related organization.

+ Ability to lead, guide and coach project team members in areas such as supply chain planning, sourcing, procurement, quality and project execution.

+ Ability to lead analysis studies in multiple areas and lead project definition and recommendations.

+ Ability to be comfortable and credible in assessing impact of change, communication and training need.

+ Ability to effectively design, gain alignment and successfully execute significant change initiatives from project start to finish.

+ Ability to work effectively with Software Engineering or other IT organizations on developing requirements and delivering Digital solutions for internal customers and suppliers.

Customer Experience Program Mgmt IC4 - The typical base pay range for this role across the U.S. is USD $117,200 - $229,200 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $153,600 - $250,200 per year.
